Modular homes fast-tracked for Victorians in need
More than 350 modular homes are set to be delivered across Victoria by mid-2028, with the Victorian Government turning to off-site construction to provide faster access to safe, accessible and energy-efficient social housing.
During a visit to Modularity by Rendine’s factory in Geelong, Minister for Housing, Building and Precincts Nick Staikos announced the delivery of 48 new modular homes, highlighting the role of local manufacturing in responding to housing need across the state.

Unlike conventional construction, the homes can be manufactured in a controlled factory environment before being transported to communities where housing is needed most. Once on site, the modules can be installed quickly on vacant land, reducing construction time while allowing housing supply to respond more readily to local demand.
“Labor is embracing innovative, cutting-edge housing models and supporting local factories like this one in Geelong to bring these homes to where they’re needed most,” Staikos said.
More than 70 modular social homes have already been delivered across Greater Geelong, Ararat, Ballarat, Greater Bendigo, Wellington, Hindmarsh, Gippsland, Gannawarra, Campaspe and Central Goldfields, with another 136 currently under construction.
The approach is also supporting regional communities where delivering new housing can be challenging due to construction capacity, land availability and distance from major building centres.
“These modular homes are built off-site at factories like this in Geelong and brought to where they’re needed most in regional Victoria, faster than ever before,” Staikos said.
“We’re helping take the pressure off Victorians in need and giving them secure, safe modern housing solutions that can move with demand.”
The program is contributing to a broader investment in social and affordable housing across Geelong. The $36 million Ormond Road development in East Geelong is now complete, with residents moving into 54 new accessible homes, while Myers Street has delivered another 117 modern homes.
Across Greater Geelong, government investment in social and affordable housing has now exceeded $431 million, delivering 1,033 homes, with 772 already completed. The Big Housing Build has committed more than $330 million to the region, well above its $180 million Minimum Investment Guarantee target.
For Geelong MP Christine Couzens, the use of local manufacturing expertise adds another dimension to the housing program.
“Geelong has a proud manufacturing history, and it’s fantastic to see local expertise being used to build high-quality homes that can be delivered to communities right across Victoria,” Couzens said.
The modular approach also demonstrates how housing delivery can connect construction innovation with regional economic activity. By manufacturing homes locally before transporting them to areas experiencing housing pressure, the program supports jobs and industry in Geelong while addressing housing need elsewhere.
With more than 350 modular homes planned for delivery by mid-2028, the program signals a growing role for off-site construction in Victoria’s social housing pipeline, providing a flexible model for delivering homes where and when communities need them most.
