A new town centre and a land-lease village of up to 364 homes are proposed for Yalyalup, as Yolk Property Group advances plans to turn its Embark Busselton development into a more connected suburban community.
The two applications, lodged with the City of Busselton, would bring local shops, cafes, a medical centre and communal facilities to the growing neighbourhood, alongside a dedicated housing option for residents aged over 55. Both proposals are open for public comment until 4 November 2026.
Yolk Property Group director Tao Bourton has described Embark as having the potential to become one of Australia’s most integrated masterplanned communities. The wider development is planned across a 136-hectare site and is expected to deliver 956 residential lots, with housing, parks, playgrounds and community facilities forming part of the broader vision.
At the heart of the next stage is a proposed town centre organised around a new main boulevard. The development application identifies shops, two restaurant or cafe tenancies, private recreation facilities, a small liquor store and a medical centre.
The mix is intended to give residents more reasons to stay within their neighbourhood for everyday needs, while creating a local destination for meeting, eating and accessing services. Its success will depend on how the centre connects with surrounding homes and public spaces as the wider estate develops.
Next door, a proposed land-lease community would provide 307 residential lease sites accommodating up to 364 dwellings, including some duplex configurations. The development is designed for people aged over 55 and includes communal facilities.
The proposal adds another housing pathway within the emerging neighbourhood, allowing older residents to consider downsizing without necessarily leaving the Busselton area and its established social connections.
Land-lease living generally involves residents owning their home while leasing the land beneath it, although the specific terms of any eventual offering will depend on the development and its contractual arrangements.
The paired applications reflect a broader shift towards planning housing and local services together, rather than treating residential growth as a collection of separate subdivisions. For residents, that means the quality of the connections between homes, shops, healthcare and shared spaces will be as important as the number of dwellings delivered.
The City of Busselton is inviting feedback on both proposals until 4 November. The applications remain subject to the planning process, with their eventual form and delivery dependent on assessment and approval.
