Bowden Mixed-Use Tower to Begin Construction

Work is set to begin on a new 12-storey mixed-use affordable housing development in Adelaide’s inner north-west, marking a significant milestone in the Urban Regeneration Pipeline for the Bowden precinct.

Renewal SA has appointed builder Hindmarsh to deliver the project, which will rise on one of the final remaining development sites within the revitalised Bowden urban hub, around 2.5 kilometres from the Adelaide CBD.

Construction commenced in October, following funding secured in July through round one of the federal government’s Housing Australia Future Fund Facility.

Designed by ARM Architects, the development will comprise 80 affordable rental apartments alongside four build-to-sell terrace homes. The site fronts Third Street, directly opposite Plant 4, the former light factory that has been adaptively reused as a popular community market and event venue housing cafes, eateries and retail.

The apartment mix includes studio, one and two-bedroom dwellings, with a portion allocated to specialist disability accommodation. Around 1100 square metres of retail and commercial space will occupy the ground and first levels, reinforcing Bowden’s role as both a residential and visitor destination. Four street-level, double-storey lofts with industrial detailing and high-end finishes will further diversify the housing offer.

Renewal SA acting chief executive Shane Wingard said the project would strengthen housing diversity and inclusivity within the precinct. He noted that the development extends opportunities for lower-income residents to live in Bowden, while also delivering infrastructure that supports existing businesses and community activity.

Artist impressions indicate an industrial-inspired design featuring rustic red brickwork softened with greenery, tall peaked rooflines, communal rooftop gardens and large-scale art installations. The architectural language is intended to integrate with the surrounding built fabric while reinforcing Bowden’s established identity.

Parking has been incorporated as a key component of the scheme, with 221 carparks planned, including at least 170 that will be publicly accessible. Wingard said this approach supports both residential growth and the ongoing success of local businesses.

First residents are expected to move in during 2027. The project forms part of a broader construction program nearing completion across the precinct, which includes ARC Bowden, the Cadence and Tribeca townhouses, Uniting on Second, a Gibson Street apartment project, and the initial stages of the Brompton Gasworks redevelopment.

Bowden, which commenced in 2008 on the former Clipsal and Origin Gasworks sites, was South Australia’s first higher-density urban infill project and continues to set a benchmark for integrated urban regeneration.
