A transformative $400-million redevelopment of a long-derelict Perth CBD site has been approved, with Fiveight—part of Andrew ‘Twiggy’ Forrest’s Tattarang investment group—set to breathe new life into the abandoned Carillon City shopping centre.
Approved by the Metro Inner Development Assessment Panel on 20 May, just four months after plans were lodged with the City of Perth, the large-scale development will reshape 5724 square metres of prime real estate spanning 692 and 674 Hay Street Mall.
The scheme marks one of the biggest inner-city redevelopment sites in Western Australia.
The approved plans represent an expansion on Fiveight’s original proposal. A 35-storey, 803-bed purpose-built student accommodation (PBSA) tower will now rise alongside a 22-storey hotel with 238 rooms. The four-storey podium at the base of the development will offer food, beverage and retail outlets, creating a new pedestrian link connecting Hay Street, Murray Street and Forrest Place.
Retail and dining tenancies will occupy both the lower and upper ground floors, while basement levels will include 24 tenant carparks. Lobbies for the PBSA and hotel components will be located at ground level.
The proposal was generally welcomed by both council and the public, though some objections were raised during the panel meeting, citing concerns over the project’s size and the suitability of student accommodation in the precinct. Despite this, the recommendation report emphasised the development’s potential to “inject significant activity and life into the centre of Perth”, creating a “livelier atmosphere” and changing the character of Forrest Place.
Fiveight has not yet named a builder for the project.
The site has seen several iterations over its history, with City Arcade opening in 1970 and Carillon Arcade following in 1982. This latest plan signals a significant shift in momentum for Perth’s city core, as new investment and bold urban design aim to revitalise one of the CBD’s most underused areas.
